What he's bragging about here, is SB 207 which gave in-state tuition rates to certain illegal aliens. The illegals don't have to prove anything in order to get preferential treatment but the same bill REQUIRES VETERANS to prove they are legal residents of Indiana before they can receive in-state tuition! Shame!

Pence had an excellent voting record on immigration while he was in Congress. It seems that was only a sham. Now, he's ready to throw the Rule of Law, Hoosier workers, veterans and legal Americans under the bus in order to help illegals and advance his political career. Helping legal immigrants is fine and there are ways to tell the difference. He needs to draw a distinction between legal and illegal immigrants so that immigration will help, not hurt Hoosier workers.

Gov. Mike Pence recalled his own Irish grandfather’s immigration to the United States as he told a large gathering of Latinos how his administration is working to provide better education and job opportunities for Hoosiers of all backgrounds.

Pence, speaking Friday at the inaugural luncheon of the Indiana Latino Institute, said changes during his administration have helped provide more educational choices for Latinos, maintained in-state college tuition for certain Latino students and cleared the way for a new career and vocational education system.

“We’re working every day to make Indiana more prosperous and more welcoming to every Hoosier of every background,” he said. “In every real sense, apart from those who claim native American heritage, we are all children of immigrants in this country.”

More than 600 people came to the luncheon at the JW Marriott, including many Latinos representing businesses, churches and support groups, along with legislative leaders. The nonprofit institute, based in Indianapolis, used the event to launch its new branding efforts, emphasizing improving health and education and increasing its advocacy and research.

Marlene Dotson, the institute’s president and CEO, said it is working to create a stronger and more self-sufficient Latino population, which numbers 400,000 in Indiana.

Pointing out achievements in the last legislative session, Pence said school choice legislation has helped 9,000 students, nearly a third of whom are Hispanic, to receive vouchers to attend private schools. He also said that 300 Hispanic college students can continue to get in-state college tuition due to another bill passed.

While he stressed every student should be urged to go to college, he said one in five Latino Hoosier students aren’t finishing high school on time. Under legislation he pushed, regional work councils are being set up now to create curriculum to help youth who want to enter the work force right away.

“Because of bipartisan (legislative) support, we will make career and vocational education a priority in every high school in Indiana again and it will open up opportunities for all of our communities, including the Latino community,” he said.

Changing to a more personal tone, Pence spoke of his immigrant heritage and his efforts in Congress to forge an immigration reform compromise.

In a bit of levity, He recalled speaking to President George W. Bush in 2006 about the reform, explaining that his interests stem from the day in October 1919 when his 19-year-old grandfather, Richard Michael Cawley, got off a boat on Ellis Island.

I said, ‘We’re a nation of immigrants. I don’t just get it. I lived it.’ ”

DIGEST OF SB 207 (Updated April 22, 2013 2:27 pm - DI 84)

Resident tuition rate. Establishes certain exceptions to the requirement that an agency or political subdivision verify that an individual applying for state or local public benefits or federal public benefits is a United States citizen or qualified alien. Provides that the law that prohibits resident tuition rate for individuals who are not lawfully present in the United States does not apply to individuals who were enrolled in state educational institutions on or before July 1, 2011. Provides that qualified veterans are eligible for the resident tuition rate for undergraduate courses upon enrolling in a state educational institution not later than 12 months after discharge or separation from the United States armed forces. Requires a qualified veteran to provide to the state educational institution, not later than 12 months after enrolling in the state educational institution to provide certain information to show that the veteran resides in Indiana. Provides that if the qualified veteran does not provide the required proof of residency the qualified veteran is subject to the tuition policies established by the state educational institution.
