This is your one-stop resource on how to stop illegal immigration in Indiana. Basically, you need to contact your state representatives and demand that they take action to encourage illegal aliens to leave our state. There ARE very simple and effective steps that the states can take. Everything is detailed below. If you have questions, or need additional information, send a private message to Cheree or Greg.

Why? Here are just 3 reasons why Indiana needs to pass legislation to reduce illegal immigration.

1.See this 2004 Report on the cost of illegal aliens to Hoosier Taxpayers:
http://www.ifire.us/reports/reports.html
(Please note that the cost of a “free” public school education in 2005-06 was $9,558 per pupil per year. That year, we educated 35,817 Limited English Proficient students in Indiana schools. Many of them were children of illegal aliens who should not be here. The cost of educating all Indiana’s LEP students, legal and illegal, in 2005-06 was over $342 million. See Department of Education info: http://mustang.doe.state.in.us/TRENDS/t ... m?var=curr
http://mustang.doe.state.in.us/TRENDS/t ... fm?var=lep )

2. See this partial list of crimes committed by illegals in Indiana: http://www.ifire.org/php_bbbb/viewtopic.php?t=1017

3. Other states are passing tough anti-illegal alien legislation causing illegals to leave. States caught in the middle without good legislation, will be bankrupted when illegals flee to their state instead of returning home. Some news stories documenting this: http://www.tucsoncitizen.com/ss/local/61804.php

Solutions: Here’s what can be done on the state level.

E-Verify
http://www.uscis.gov/portal/site/uscis/ ... 18190aRCRD

“E-Verify (formerly known as the Basic Pilot/Employment Eligibility Verification Program) is an Internet based system operated by the Department of Homeland Security (DHS) in partnership with the Social Security Administration (SSA) that allows participating employers to electronically verify the employment eligibility of their newly hired employees. E-Verify is free and voluntary and is the bst means available for determining employment eligibilitiy of new hires and the validity of their Social Security Numbers.”

Social Security Number Verification Service (This free program will verify that current employees are using valid SSNs. This will help catch illegal aliens who might already be on the employer’s payroll and therefore not detected by E-Verify.) http://www.socialsecurity.gov/employer/ssnv.htm

SAVE (Systematic Alien Verification for Entitlements program) http://www.uscis.gov/portal/site/uscis/ ... f3d6a1RCRD
“The SAVE Program enables Federal, state, and local government agencies and licensing bureaus to obtain immigration status information they need in order to determine a non-citizen applicant’s eligibility for many public benefits. The Program also administers employment verification pilot programs that enable employers to quickly and easily verify the work authorization of their newly hired employees.”

BIET/287(g)/CAP (See Law Enforcement section below.)

Official English: Replace IC 1-2-10-1 which currently reads, “The English language is adopted as the official language of the state of Indiana”
with the model legislation recommended by ProEnglish: http://proenglish.org/issues/offeng/mod ... ation.html

LAW ENFORCEMENT

Send this letter to your local police chief, county sheriff or other governmental official. Many local law enforcement officers are not aware of these federal training programs.

Dear __________________,

Local law enforcement officers are a valuable, but untapped asset when it comes to enforcing immigration laws. Many crimes committed by illegals in Indiana (See list: http://www.ifire.org/php_bbbb/viewtopic.php?t=1017 ) could have been prevented if local police had deported them upon their first encounter with the law. Unfortunately, the federal agency responsible for detention and deportation, Immigration and Customs Enforcement (ICE), rarely responds when called by our local police. This frustrating situation results in illegals being released to prey upon citizens again until they are caught committing a really horrific crime. It doesn’t have to be that way! Many people mistakenly believe that only federal officers may enforce immigration laws. This is not true! Local police and sheriffs can enforce immigration laws after receiving federal training as outlined below:

Basic Immigration Enforcement Training pilot program http://www.nexportsolutions.com/biet/
This is the free, web-based training that is only available to the first 500 officers who apply. (If you would like to participate in BIET and want to see the program expanded, please contact Congress to inform them of your interest.)

287(g): http://www.ice.gov/partners/287g/Section287_g.htm
“Section 287(g) originated in the 1996 amendments to the Immigration and Nationality Act passed by Congress. The initiative is designed to effectively multiply the forces of U.S. Immigration and Customs Enforcement (ICE) through enhanced cooperation and communication with state and local law enforcement. Under 287(g), ICE provides state and local law enforcement with the training and subsequent authorization to identify, process, and when appropriate, detain immigration offenders they encounter during their regular, daily law-enforcement activity.”

CAP: http://www.ice.gov/partners/dro/cap.htm
“ The Criminal Alien Program (CAP) focuses on identifying criminal aliens who are incarcerated within federal, state and local facilities thereby ensuring that they are not released into the community by securing a final order of removal prior to the termination of their sentence. The identification and processing of incarcerated criminal aliens prior to release reduces the overall cost and burden to the federal government as the number of aliens detained by U.S. Immigration and Customs Enforcement (ICE), upon expiration of sentence will be minimized.”

SCAAP: http://www.ojp.usdoj.gov/BJA/grant/scaap.html
“SCAAP provides federal payments to states and localities that incurred correctional officer salary costs for incarcerating undocumented criminal aliens with at least one felony or two misdemeanor convictions for violations of state or local law, and incarcerated for at least 4 consecutive days during the reporting period.”

Additional programs for local law enforcement:
http://www.ice.gov/partners/lenforce.htm

Sincerely,
