2. Blagojevich signs ICIRR "Religious Ministry" bill IL HB 4613 into law

Apparently, embattled Illinois Governor Rod Blagojevich has not been too distracted by the impeachment fiasco to sign Illinois HB 4613 into law -- on New Year's Eve!

Little do many realize, that this "Access to Religious Ministry" bill really is NOT about providing SPIRITUAL COMFORT to illegal aliens that have been arrested, and who could possibly face ICE detention and deportation.

The true intent of this bill is to provide MATERIEL SUPPORT & LEGAL
REPRESENTATION for the aliens, in an organized scheme that attempts to SHIELD
ILLEGAL ALIENS from ICE and possible DEPORTATION, and to shield legal aliens from punitive provisions resulting from their violation of their legal immigration responsibilities.

The true, HIDDEN intent of this bill...is to provide a mechanism...to TRIGGER ACTION by the PRO-ALIEN "UNDERGROUND RAILROAD"...to alert the alien's family members of a possible ICE investigation, so that other illegal alien family members can "go into hiding"...and to allow the so-called "religious workers" to arrange for IMMIGRATION LAWYERS...to SPRING THE ALIENS FREE...

...and to give an opportunity for organizations like the ACLU and MALDEF to SUE THE LAW ENFORCEMENT AGENCY and OFFICERS who made the original arrest, and/or THE COUNTY SHERIFF, for "wrongful conduct" and "civil rights violations."

This bill will allow people like "Reverend" Walter "Slim" Coleman and his wife -- activist Emma Lozano -- to spring aliens free and get them into hiding via the "underground railroad" of the IMMIGRANT SANCTUARY NETWORK.

Note that the original purpose of the original bill HB4613 was this:
"Amends the Criminal Code of 1961. Provides that forgery of a property deed is a Class 2 (rather than a Class 3) felony. Effective immediately."
The final bill has nothing to do whatsoever with "forgery of a property deed."

In order to slip the desired legislation through the Illinois House and Senate...in a game of "Sneaky Pete"...state senator and sponsor Iris Martinez and her allies gutted out the original text of HB4613...and replaced it with text kluged from HB2747. They used HB4613 as a vehicle to slide HB2747 through the back door -- as payback for the November 4th election outcome and the ICIRR-sponsored GOTV activities to elect Democrats.

This historic legislation is the first in the country to address the needs of immigrants in detention.

The law (Public Act 95-1022) states that any county jail holding immigration detainees will be required to provide reasonable access to religious workers.
The bill passed unanimously through both chambers of the Illinois General Assembly with a combined vote of 163-0.

A special recognition to the Sisters of Mercy - Sisters Pat Murphy and Jo Ann Persch, Southwest Organizing Project, Catholic Conference of Illinois, Sisters and Brothers for Immigrants, Chicago New Sanctuary Coalition, Jewish Council on Urban Affairs, Project Irene - Sr. Rose Mary Meyer, Fr. Brendan Curran, Rev. Walter Coleman, David Warren, McHenry County Latino Coalition - Carlos Acosta, Albany Park Neighborhood Council, The Mosque Foundation, Our Lady of Mount Carmel - Melrose Park, Scalabrinian Lay Movement, The Resurrection Project, and Our Lady of Guadalupe - South Chicago, and Ana Guajardo from Centro Trabajadores Unidos who worked tirelessly to see the bill's passage.

We would also like to recognize all the bill sponsors, particularly Representatives Dan Burke, Barbara Flynn Currie, Marlow Colvin, Julie Hamos, Ed Sullivan Jr., Cynthia Soto, Maria Antonia Berrios, Elizabeth Hernandez, and Senators Iris Martinez, Jacqueline Collins, Heather Steans, Don Harmon, and Kimberly Lightford for their leadership.

Congratulations to all the organizations that worked to turn this bill into law.
